According to SP Ghanshyam Aryal of the Kaski District Police Office, Sanjeev Bhattarai of Narayanpur VDC-7 of Kailali had flung the shoe from a distance at the Naya Shakti Nepal Coordinator.
Sanjeev is a student of political science at the Campus.
It has been learned that he had also shown a black flag and chanted slogans against the leader.
Police said that they have detained Sanjeev following the incident.
